Chairman of the Committee, Viktor Shvets, opening the hearings declared that increase of the penalty measures for the Traffic Rules violation and improvement of the mechanism of administrative responsibility considerably reduces accident rate and risk.
V. Shvets stressed: "Positive tendency preserve during the year 2009. Consequently, the mechanisms on fighting against violations introduced by us proved its effectiveness".
Volodymyr Moisyk, Chairman of the Sub-Committee, mentioned that the positive consequence of the law is reduced on 40% of the quantity of road traffic accident.
V. Moisyk expressed thankfulness to the mass media, State Motor Vehicle Inspectorate and to everybody who assist with the elucidatory work with the population and participants of road traffic before and after the law adoption.
Still, Chairman of the Sub-Committee declared that there is still a great quantity of the complaints directed to the Committee regarding the implementation practice of separate principles of the law (use of the automatic equipment on the violation fixing, quality assurance procedure etc).
Oleksandr Savchenko, Vice-Minister on Internal Affairs, stated that reduction of the mortality on the roads, in particular due only to the punitive measures, was the only result of the law adoption Still, the Ministry does not see the improvement of the roads state or its infrastructure.
The Participants of the Hearings have positively evaluated the initiative of the Parliamentary Committee on Legislative Support of Law Enforcement regarding the order on the roads.
As a result of the discussion, the hearings participants passed great number of the motions. They appealed to all the subjects of the legislative initiative with the claim to refuse the introduction of the bills that lessen the liability for the Traffic Rules violation.
Relevant recommendations the Committee has directed to the Cabinet of Ministers of Ukraine, Ministry on Internal Affairs, Prosecution General, the Supreme Court of Ukraine and Ministry on Science and Education.
